[BR BandPlan] mail list for Black Rock amateur radio band plan

I created a mail list to replace the old contact mail alias we had for 
the Black Rock Desert amateur radio band plan.

I also moved the band plan web page from my site to the public Stratofox wiki.

Anyone who's subscribed to any Stratofox mail list can participate in
modifying/updating the public wiki.  However, the band plan page has
the expectation that we need to discuss and reach consensus on the
mail list before making changes.  We can lock down the page if there's
a problem following that.
