Hi Paul.  Some of the frequencies overlap with Channel 58 ATV (centered on
431.750, and 4MHz wide).  There aren't many ATV frequencies on Cable TV
channels so we should expect those to be in perpetual demand for ATV.  Can
we pick different frequencies?  Or are people already using these?

Actually, it's the first update to the Black Rock band plan in a couple
years.  We ought to make this easier to do.
